Как на Кипре живется слабовидящим и их псам-поводырям

На острове нечасто можно встретить слабовидящих людей, которых ведет их пес-поводырь, но это значит, что таких людей нет, просто кипрская инфраструктура не очень хорошо для них адаптирована. С собакой-поводырем вас не пустят не только в такси, пекарню или ресторан, но даже в медицинское учреждение.

Об этом рассказал голландец Сандер Страйтхаген, постоянно живущий в Лимассоле. Его не пустили в одну из частных клиник Никосии, потому что с ним был его пес-поводырь породы голдендудль по кличке Олаф. Такое обращение, как и недостаточная осведомленность о правах людей, имеющих собак-поводырей, побудили Сандера вместе с друзьями начать кампанию по просвещению общественности. «Необходимо разъяснить людям, что эти собаки ― не просто домашние животные. Это рабочие псы, которые очень нужны своим владельцам», ― подчеркивает он.

Причина такого отношения, вероятно, кроется в недостатке образования и опыта, поскольку, по словам президента Кипрской ассоциации слепых Христакиса Николаидиса, в настоящее время на Кипре нет собак, обученных быть поводырями. Более того, их не было в стране с тех пор, как последняя партия прошла дрессировку в 1979 году. При этом в настоящее время на Кипре зарегистрировано 2100 слепых, и некоторые из них с радостью завели бы собаку-поводыря, если бы это было возможно. «Нам очень требуются собаки-поводыри, так как они играют ключевую роль в создании независимой среды для слепых. В последние несколько лет мы пытались сформировать новую программу по дрессировке, но пока безрезультатно», ― рассказал он. Самым большим препятствием остается нехватка средств и отсутствие специалистов по дрессировке. Подготовка одного пса может стоить в общей сложности до 40 000 евро.

Сандер Страйтхаген страдает тяжелой формой редкого нервного заболевания ― наследственной оптической невропатией Лебера, которое вызывает слепоту. В прошлом году у него также был диагностирован множественный склероз. Олаф стал его верным другом четыре с половиной года назад. Пес помогает Сандеру вести автономную жизнь и не чувствовать себя ограниченным. «Олаф внес огромный позитивный вклад в мою жизнь. Я чувствую себя гораздо увереннее, чем раньше. То, что он со мной, означает, что мне не нужно пользоваться тростью. Он мой лучший друг и мои глаза», ― объясняет Сандер. Олаф и его хозяин перебрались на Кипр недавно. В самолете пес обычно путешествует бесплатно и либо сидит рядом с хозяином, либо ложится у его ног, если там есть дополнительное пространство. Со временем Сандер и его собака стали хорошо известны во многих барах Лимассола, где их радушно принимают. Однако подобный опыт принятия и инклюзии не распространяется на другие сферы жизни, поскольку Сандер столкнулся с вопиющей дискриминацией со стороны водителей такси, владельцев ресторанов, кафе и пекарен. Недавно сотрудники пекарни в Лимассоле не пустили его внутрь, заставив ждать снаружи. «Они велели мне попросить людей, входящих в магазин, купить необходимые продукты», ― рассказывает Сандер. А пару недель назад у Сандера произошел самый неприятный опыт за все время его пребывания на Кипре, когда он попытался попасть в одну из частных клиник Никосии. Сандер записался на прием к неврологу, однако персонал клиники попросил его оставить Олафа снаружи, так как собакам вход был запрещен. Несмотря на то, что Сандер четко изложил свои права, он был вынужден оставить пса снаружи. «У меня не было с собой трости, а без моей собаки я потерял всю свою уверенность. Я нахожу это очень обидным, сотрудники должны знать законы и права пациентов, ведь они работают в больнице», ― рассказывает Сандер. Он пожаловался своему неврологу, и в конце концов ему сообщили, что в следующий раз Олафу разрешат войти.

Согласно европейскому законодательству, любая дискриминация по любому признаку, включая инвалидность, запрещена. Однако в нескольких странах ЕС, среди которых и Кипр, нет правовых оснований для доступа в учреждения собак-поводырей. Это подтвердила Анфи Музури из «Партии зеленых». «В соответствии с законом, лица, у которых есть собаки-помощники, в том числе собаки-поводыри, допускаются только в государственные учреждения», — пояснила она. К сожалению, закон не распространяется на частные заведения и другие общественные места. Только владелец решает, пускать или не пускать внутрь пса. «Закон должен позволять людям с ограниченными возможностями иметь те же права, что и у остальных граждан, пользоваться теми же услугами, посещать магазины, рестораны, гостиницы, банки, театры, кино и аптеки», ― считает Музури.

Равенство прав людей с ограниченными возможностями и обычных граждан — то, чего хочет достичь Мария-Христина Патала из компании Assistance Dogs Cyprus. Она напоминает, что собаки-ассистенты могут быть важны не только для слабовидящих, но и для людей с нарушениями слуха, эпилепсией, диабетом и другими заболеваниями. Недавно ассоциация добилась того, что собак-помощников стали пускать в один из крупных торговых центров. «Собака-ассистент дает людям независимость и свободу наслаждаться теми простыми вещами, которые все мы считаем само собой разумеющимися, например, посещением кафе», ― пояснила Патала. На дрессировку собаки-ассистента уходит около полутора лет. К настоящему времени два пса завершили подготовку, еще один проходит обучение. Дрессировка одной собаки на Кипре стоит около 10 000 евро.

Из-за таких высоких затрат собаки-ассистенты есть только у небольшого количества людей на острове. В других европейских странах половину расходов на дрессировку берет на себя правительство, а остальную часть ― спонсоры. На Кипре все расходы оплачивает владелец, хотя есть частные компании, оказывающие финансовую помощь в этом вопросе.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    8.1        You are not required to provide personal information to us, although in some cases if you choose not to do so then we will be unable to make certain sections of the Website available to you. For example, we may need to have your contact information in order to provide you with updates from our Website.

    and services to you, credit checks (if necessary), and research and development.

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
