Деревня-гетто: беженцам запретили селиться в Хлораке

Министерство внутренних дел издало указ, запрещающий новым сирийским беженцам селиться в прибрежной деревне Хлорака в регионе Пафоса.

По словам председателя сельского совета селения Николаса Лиасидиса, численность беженцев вызвала сдвиг в демографической ситуации, и деревня уже превратилась в гетто. «Министр внутренних дел остановил расселение сирийских беженцев в Хлораке несколько недель назад, но СМИ сообщили об этом только сейчас. Это важный шаг, поскольку мы не можем справиться с большим количеством беженцев, и у нас уже появилось несколько гетто, что абсолютно неприемлемо», — сказал Лиасидис.

Демографическая ситуация в деревне менялась очень быстро, и сейчас около 20% населения это выходцы из Сирии. Всего в Хлораке проживает около 7000 человек, из них 4300 киприотов и других европейцев, и 1400 сирийских беженцев, многие из которых прибыли из одного и того же района Сирии. Глава сельсовета сказал, что это количество слишком велико, и ситуация выходит из-под контроля. «У нас здесь должно быть около 4% беженцев, а не 20%. Прошлым летом у нас были проблемы из-за роста преступности. Жители и совет деревни хотели что-то сделать, чтобы ситуация не ухудшилась, поэтому мы обратились к властям с просьбой помочь», — добавил он.

Оппозиционеры против запрета

Оппозиционная партия АКЕЛ 15 января выступила с заявлением, в котором осудила такое решение МВД как «беспрецедентную акцию» и потребовала от правительства немедленно отменить его. «Левые» заявили, что указ «нарушает европейскую директиву, на основании которой наше национальное законодательство гарантирует право на свободное передвижение и проживание лиц, ищущих убежища. АКЕЛ призывает правительство немедленно отозвать этот указ и решать проблему беженцев на основе гуманистического подхода, принимая меры в рамках международного и европейского права и с уважением прав человека», — сказано в заявлении оппозиционной партии.

Однако специалист по правам человека, известный юрист Ахиллеас Димитриадис написал в своем твиттере, что этот шаг может быть конституционно обоснованным. «Статья 9Еа, к сожалению, предоставляет министру право издавать такой указ, если он направлен на общественное благо. Вопрос в том, соответствует ли такое демографическое изменение общественному благу и в какой степени оно противоречит Конституции», — написал Димитриадис.

Николас Лиасидис уверен, что указ был необходим, поскольку большое количество беженцев в этом районе вызывает ряд различных проблем: «Были проблемы со старыми домами, в которых они жили. Школы тоже сталкивались с неудобствами. Учителя просто не могли вести занятия, когда в классе из 20 детей восемь сирийцев, шесть европейцев и пять киприотов». Лиасидис сказал, что после вступления в силу указа МВД риэлторские компании больше не могут составлять договор аренды недвижимости в Хлораке на гражданина Сирии. А владельцы недвижимости не могут сдавать в аренду свое жилье сирийским беженцам. «Если они это сделают, то у них будут проблемы», — сказал глава сельского совета. Впрочем, число беженцев в Хлораке не только не увеличивается, но и не уменьшается. Все, кто успел там поселиться, остались в деревне.

Лиасидис также отметил, что Министерство образования оказывает деревне помощь с интеграцией детей из сирийских семей. «Дети беженцев учат греческий язык, чтобы подготовиться к посещению школьных занятий, они также изучают народную музыку и культуру. Мы не хотим, чтобы они совсем не ходили в школу», — заверил глава селения.

Рост преступности и отряды самообороны

В прошлом году растущий уровень преступности и убийство сирийца в Хлораке посеяли страх среди жителей и вынудили Лиасидиса обратиться за помощью к местному населению. Молодые вооруженные мужчины сформировали отряды самообороны, а полиция открыла в Хлораке свое отделение.

«Мы не расисты, — подчеркивает Лиасидис. — Мы любим сирийцев, живущих в Хлораке, и хотим помочь им. У нас здесь есть беженцы, живущие с 1990-х годов, они хорошие семейные люди, это трудолюбивая нация. Но мы не можем справиться с большим количеством, это просто неэффективно».

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
