Проект по добыче газа: риски и перспективы

Планы Кипра по добыче газа в последнее время приковывают пристальное внимание многих аналитиков и изданий. Видимо, сказывается тот факт, что воплощение проекта в жизнь становится все ближе. Своим мнением о том, как обстоят дела с добычей газа, делится профессор Чарльз Эллинас, старший научный сотрудник Глобального энергетического центра Атлантического Совета.

После весьма спорного тендерного процесса в 2019 году проект с бюджетом в 290 млн евро по созданию инфраструктуры для добычи сжиженного природного газа (СПГ) был передан консорциуму, возглавляемому China Petroleum Pipeline Engineering Company (CPPE) ― компанией по строительству трубопроводов, ранее не имевшей опыта в подобных проектах. С тех пор Кипр, по мнению Эллинаса, сталкивается с проблемами и задержками, кульминацией которых стала смена всего правления Государственной газовой компании Кипра (DEFA) в ноябре 2021 года, а также встреча в Президентском дворце 21 января, в конце которой Никос Анастасиадис «не смог скрыть своих опасений, призвав ускорить реализацию проекта».

Проблемы

Проект начал сталкиваться с проблемами с момента завершения тендера в 2019 году. В «шорт-лист» тогда попали три консорциума, возглавляемые CPPE, Samsung и European Consortium. В августе 2019 года победителем тендера была объявлена CPPE. Уже тогда у многих возникли претензии к тому, что столь крупный тендер фактически был присужден одному участнику на основе единого финансового предложения без ценовой конкуренции. Однако все возмущения были проигнорированы. Проблема в том, что CPPE не имеет реального опыта работы на терминалах по импорту и регазификации СПГ, в то время как два других претендента были опытными компаниями в мировой индустрии сжиженного природного газа. Генеральный аудитор также выявил множество нарушений, связанных с процессом оценки тендера, однако его замечания остались без ответа. Вдобавок ко всему, DEFA получила десятилетнюю монополию на распределение и торговлю газом на Кипре, подавляя любую конкуренцию.

Проект

Проект по созданию инфраструктуры стартовал в декабре 2019 года с подписанием контракта между DEFA и CPPE. Намеченной датой завершения работ был конец 2021 года. Впоследствии, из-за различных задержек, включая пандемию и проволочки с разрешениями от Европейской комиссии, сроки были перенесены на середину 2022 года. К марту 2021 дата окончания проекта вновь была перенесена ― на конец 2022 года, а к ноябрю 2021 DEFA снова сдвинула ее на «первые несколько месяцев 2023 года». Встреча в Президентском дворце 21 января лишь подтвердила наличие проблем. Участники установили новую дату завершения работ ― июль 2023 года. Однако практически никто в отрасли не верит, что проект завершится в установленный срок. По итогам встречи Президент признал, что «задержки, возникшие в процессе реализации проекта, имеют соответствующие финансовые последствия для граждан и для экономики страны в целом».

Безусловно, пандемия повлияла на задержку начала работ и их перенос на сентябрь 2020 года. Однако очевидно, что сваливать всю вину на COVID-19 тоже нельзя. Само по себе это не оправдывает непрерывный поток проблем, а также не дает никакой уверенности в том, что DEFA и ее подрядчик реально контролируют выполнение проекта и затраты на него. Как пишет Эллинас, «работы едва ли будут завершены до конца 2024 года». Отсутствие у CPPE опыта в таких проектах, по-видимому, остается одним из факторов, способствующих этому.

Но дело не только в нехватке опыта. Отсрочка проекта таит в себе финансовые последствия, а предполагаемый перерасход средств составляет уже около 100 млн евро ― как из-за срыва графика, так и из-за роста затрат на материалы и оборудование и проблем с поставками. В результате общая капитальная стоимость проекта приближается к 400 млн евро. В дополнение к этому, по-видимому, существуют определенные разногласия между CPPE и подрядчиком в отношении выполнения проекта, что последний признал в недавнем интервью.

Основные проблемы проекта связаны с преобразованием газовоза Galea в полноценную плавучую регазификационную установку «Прометей», задержкой со строительством причала в Василико и других объектов, необходимых для управления поставками СПГ. Ходят разговоры о том, что даже строительный проект причала сталкивается с проблемами, поскольку CPPE неоднократно приходилось менять проектировщиков. Отсутствие прозрачности в принимаемых решениях также продолжается. В конце ноября все правление DEFA было отправлено в отставку без каких-либо объяснений. Учитывая заявленную важность этого проекта и роль DEFA в нем, а также роль организации в будущем газораспределения и торговли на острове, это вызывает серьезную озабоченность. «Каковы причины и есть ли уверенность в том, что они будут преодолены? Если подрядчик сталкивается с такими серьезными проблемами, как они будут решаться? Удастся ли сохранить контроль над графиком и затратами? И кто будет нести ответственность?», ― задается вопросами аналитик.

Последствия

До конца прошлого года Государственная газовая компания Кипра заявляла, что данный проект приведет к значительному снижению стоимости энергии на Кипре и принесет колоссальные выгоды окружающей среде и экономике. Но эти заявления так и не были подтверждены исследованиями коммерческой эффективности, а открытые данные и вовсе прямо противоречат им.

Когда в ноябре компанию напрямую спросили, приведет ли импорт СПГ к снижению цен на электроэнергию на 25%, как утверждалось в 2019 году, DEFA изменила свою позицию. Теперь суть ответа заключалась в том, что из-за высоких цен на нефть и квот на выбросы «мы не в состоянии проводить такие оценки». Это, мягко говоря, далеко от заявлений о снижении цен на электроэнергию на четверть.

Также ранее утверждалось, что импорт СПГ будет способствовать росту использования возобновляемых источников энергии, но и это, в конечном счете, звучит сомнительно. Чем больше будет возобновляемых источников энергии, тем меньше газа потребуется Электрической компании Кипра (ЕАС). При этом затраты на проект по добыче и импорту СПГ все еще должны быть возмещены, но при меньших объемах газа, чем планировалось изначально. В результате удельная стоимость газа для EAC увеличится. Это будет препятствовать росту доли возобновляемых источников энергии. Добавим к этому потенциальный перерасход средств на проект в размере 100 млн евро. Получается, что EAC дорого заплатит за этот газ, что, в конечном итоге, повлияет на цены на электроэнергию. Необходимость возмещения затрат также станет сдерживающим фактором для доставки газа с месторождения Афродита на остров по трубопроводу, даже если это окажется коммерчески выгодным, так как увеличение объемов газа на рынке приведет к падению цены.

В отсутствие достоверной информации только время покажет, насколько серьезны все эти проблемы. Но, к сожалению, время не на нашей стороне, а цены на энергоносители стремительно растут в ущерб кипрским потребителям, у которых нет иного выбора, кроме как оплачивать свои счета. «Кипр рискует оказаться втянутым в дорогостоящее предприятие, по крайней мере, на ближайшие десять лет. Это не только замедлит развитие промышленности, но и станет долгосрочным бременем для экономики страны», заключает эксперт.

    1            Application of terms

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
