Чарльз Эллинас: «Кипр может не справиться с планом восстановления экономики»

Последние дни много говорится о плане восстановление страны после пандемии, в рамках которого правительство планирует направить 1,23 млрд евро, полученных от Евросоюза, на модернизацию самых разных сфер политической и общественной жизни. Кипр всерьез намерен стать ведущей страной в области «зеленой» и цифровой экономики. Насколько реальны такие планы?

Это довольно амбициозная задача, учитывая, что до сих пор показатели устойчивого социально-экономического развития и чистой энергетики у Кипра были крайне непрезентабельными, приближаясь к нижней точке в большинстве обзоров и оценок как Евросоюза, так и международного сообщества, считает экономист Чарльз Эллинас, который посвящает этой теме свою колонку в издании Cyprus Mail.

Европейская комиссия потребовала, чтобы в план восстановления в обязательном порядке была включена такая задача как «консультация на национальном уровне». К сожалению, на Кипре такой процесс консультаций довольно ограничен, он замыкается на общих вопросах, но никогда не уходит в детали. Свидетельство этому — довольно общая информация о плане восстановления даже на официальном сайте проекта. Поэтому приходится верить правительству на слово в том, что стратегическая цель плана будет достигнута. Вряд ли это можно назвать «консультациями на национальном уровне». В результате не будет ничего удивительного, если план станет объектом критики уже по мере своей реализации как со стороны политических партий, так и со стороны парламента. Последнее гораздо более важно, так как именно парламент будет принимать законодательство, связанное с предлагаемыми реформами.

Как уже сообщалось, план восстановления Кипра включает в себя в общей сложности 58 реформ и 76 инвестиционных проектов, которые будут финансироваться из средств ЕС объемом 1,23 млрд евро в период с 2021 по 2027 года. Несомненно, такая огромная финансовая инъекция в больную экономику Кипра должна привести к краткосрочным выгодам. Но точно ли план восстановления повлияет на переход Кипра к «зеленой» экономике в долгосрочной перспективе, особенно на достижение целей ЕС в области чистой энергетики на 2030-2050 годы? Ключом к «зеленому переходу» называют две части плана: создание стабильной системы общественного транспорта и достижение климатического нейтралитета, энергоэффективности и более широкого использования возобновляемых источников энергии.

Общественный транспорт

Переход на электронный транспорт, прописанный в плане, это важный шаг в программе «зеленой экономики». Но без существенно более масштабного внедрения возобновляемых источников энергии и биотоплива он может просто привести к замене бензина и дизельного топлива электроэнергией, производимой из ископаемого топлива, что не приведет к значительному сокращению выбросов в атмосферу, зато приведет к потенциальным штрафам со стороны ЕС.

Греция, например, намерена к 2030 году увеличить долю возобновляемых источников энергии с 29,2% до 61%, а долю электротранспорта — с 6,6% до 19%, при этом общий целевой показатель по возобновляемым источникам энергии установлен на уровне 35%. Если Кипр серьезно относится к возобновляемым источникам энергии и изменению климата, он мог бы последовать примеру Греции, установив конкретные энергетические цели, а не делая расплывчатые, не поддающиеся количественному определению заявления.

Климатическая нейтральность

К сожалению, план не уделяет модернизации сетей того внимания, в котором та нуждается. Без необходимой инфраструктуры расширение использования возобновляемых источников энергии всегда будет ограниченным. В результате Кипр не только застрянет в ситуации высоких цен на электроэнергию, но и не сможет реагировать на новые, более сложные климатические цели, поставленные Европой (сокращение выбросов на 55% к 2030 году и чистый углеродный след к 2050 году), что приведет к увеличению штрафов со стороны Брюсселя.

Влияние предлагаемых проектов плана на выбросы, увеличение объема возобновляемых источников энергии, повышение энергоэффективности, по-видимому, не было никак количественно оценено. В результате общие заявления министров, такие как «скорейший переход к зеленой экономике, основанной на возобновляемых источниках энергии», звучат странно.

Конечно, многие из предлагаемых мер будут иметь благоприятный краткосрочный эффект, но не приведут к стратегическим долгосрочным изменениям, предусмотренным ЕС. Одним из немногих долгосрочных проектов в рамках плана можно назвать поддержку EuroAsia Interconnector, который, действительно, поможет положить конец энергетической изоляции Кипра и будет способствовать более широкому внедрению возобновляемых источников энергии в стране.
Как Еврокомиссия будет оценивать результаты реализации плана

Еврокомиссия заявляет, что она «переведет содержание планов восстановления в юридически обязательные акты, которые и станут критерием реализации на ближайшие годы». Что касается энергетики, то Комиссия настоятельно рекомендует государствам сообщества включать в свои планы восстановления инвестиции и реформы в следующих областях: перспективные экологически чистые технологии, ускорение разработки и использования возобновляемых источников энергии, повышение энергоэффективности общественных и частных зданий, продвижение экологически чистых технологий, использование доступного и «умного» транспорта, развитие сети станций подзарядки, расширение сети общественного транспорта.

При условии одобрения Еврокомиссий кипсркого плана первые платежи могут быть осуществлены уже в середине 2021 года при условии принятия всех необходимых правовых актов. Но вот дальнейшие платежи будут связаны с эффективностью. ЕС санкционирует выплаты на основе удовлетворительного выполнения основных этапов плана и достижения целевых показателей, отражающих прогресс в реформах и инвестициях. Если государство неудовлетворительно выполняет план, ЕС не будет выплачивать ему остальные субсидии. «Правительства должны будут обеспечить соблюдение законов ЕС и национальных законов, включая эффективное предотвращение конфликтов интересов, коррупции и мошенничества, а также двойного финансирования», — сказано в заявлении Еврокомиссии. В частности, ЕС будет требовать сбора данных о конечных получателях средств и предоставление их по запросу в Брюссель.

Энергетический переход Кипра

В ближайшее время Еврокомиссия попросит Кипр пересмотреть свои национальные климатические цели в сторону повышения, хотя страна не может достичь даже поставленных скромных задач, что влечет за собой все возрастающие штрафы. Предлагаемые реформы и инвестиции должны способствовать переходу к «зеленой» энергетике, но не нацелены на достижение более сложных климатических целей ЕС. Рано или поздно Кипр столкнется с необходимостью более радикальных мер по существенному увеличению использования возобновляемых источников энергии и биотоплива. План восстановления страны после пандемии может принести политически целесообразные краткосрочные выгоды, но не отвечает долгосрочным стратегическим целям в области чистой энергетики, поставленным Еврокомиссией.

    1            Application of terms

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
