С начала пандемии Кипр выплатил бизнесу и работникам более 1 млрд евро

Кипр находится среди стран, выделивших самую щедрую государственную поддержку предприятиям малого и среднего бизнеса не в форме кредита. На сегодняшний день общий объем выплаченных единовременных пособий достигает 400 млн евро. Что касается субсидий работникам, то они достигают 700 млн евро. Это четвертый самый большой результат в ЕС.

В еврозоне именно Кипр зафиксировал самый большой рост ВВП (на 2%) в четвертом квартале 2020 года и первом квартале 2021. Для сравнения, в среднем по еврозоне ВВП понизился на 0,6%. Безработица на Кипре в марте 2021 года составила 7,1% (в еврозоне — 8,1%).

Эти данные приводятся в совместном заявлении министра финансов Константиноса Петридиса и министра труда Зеты Эмилианиду, в котором они отвечают на критику со стороны партии ДИКО и ее главы Николаса Пападопулоса о якобы недостаточной поддержке компаний и работников во время пандемии. «Правительство, осознавая все трудности, продолжит оказывать целевую поддержку работникам, безработным и компаниям, как оно делало это до сегодняшнего дня», — заключают авторы обращения.

Тем временем

Европейская комиссия предоставила Кипру кредит в размере 124 млн евро в рамках Программы по снижению рисков безработицы в экстренной ситуации (сокращенно SURE). Об этом Еврокомиссия объявила 25 мая.

Средства предназначены для экстренной поддержки бизнеса и занятости, отмечается в пресс-релизе. Они получены в результате облигаций, выпущенных Комиссией ЕС на международном кредитном рынке, когда впервые в истории Еврокомиссия провела эмиссию социальных облигаций. Государства ЕС должны будут со временем погасить полученные ими кредиты, тем самым финансируя выплаты кредиторам.

Кредиты в рамках программы SURE помогут государствам ЕС справиться с внезапным увеличением государственных расходов для сохранения занятости после пандемии коронавируса. В частности, они помогут странам покрыть расходы, непосредственно связанные с финансированием национальных программ краткосрочной работы, и другие аналогичные меры, которые они приняли в ответ на пандемию коронавируса, в том числе для самозанятых. «Сегодняшние выплаты последовали за выпуском седьмой партии социальных облигаций в рамках программы SURE, который привлек значительный интерес инвесторов на фоне сложных рыночных условий в последние дни», — сказано в пресс-релизе.

Программа SURE предусматривает выплату 100 млрд евро до 2022 года. Европейская комиссия выделила 14,137 млрд евро своим 12 государствам в рамках седьмого транша финансовой поддержки. Испания получила 3,37 млрд евро, Греция — 2,54 млрд, Португалия — 2,41 млрд, Бельгия — 2 млрд, Польша — 1,56 млрд, Италия — 751 млн евро, Болгария — 511 млн, Литва — 355 млн, Эстония — 230 млн, Мальта — 177 млн, Кипр — 124 млн, Латвия — 113 млн. Это первый случай, когда Болгария и Эстония получают финансирование по программе SURE.

Еврокомиссар по экономике Паоло Джентилони заявил: «Через год после того, как Европейский совет принял документ о программе SURE, мы выделили 90% всех имеющихся средств, это почти 90 млрд евро. В дополнение к помощи европейским рабочим и компаниям в преодолении беспрецедентного кризиса, SURE также сэкономила государствам 5,8 млрд евро».

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
