Кипр потратит часть гранта от ЕС на экологию и цифровизацию

Кипр получит от Европейского союза на безвозвратной основе гранты на общую сумму 1 млрд евро. Деньги будут выделены в рамках программы восстановления после пандемии. На что пойдут эти средства?

Эксперты солидарны в том, что масштабы финансовых субсидий беспрецедентны. Некоторые из возможных проектов, на которые направят эти деньги, включают в себя наращивание потенциала здравоохранения, модернизацию всей системы образования, реформу судебной системы, повышение энергоэффективности зданий, цифровизацию государственных услуг, расширение возможностей ИТ-сектора и развертывание более быстрой широкополосной связи, а также переход на сети пятого поколения. Известно, что из денег ЕС будут финансировать ежегодную программу Министерства энергетики по установке солнечных батарей. Часть средств будет выделена на проект расширения сети станций подзарядки для электромобилей.

Но это только начало. В сфере занятости грант позволит более активно поощрять переход на гибкий график труда и дистанционную работу. В сфере образования уже предлагается провести полную ревизию системы аттестации учеников и оценки эффективности преподавателей, а также полный пересмотр учебных программ и переход на цифровое обучение.

В технологическом плане Кипр шагнет к самому быстрому на сегодня доступному интернету. Взаимодействие граждан с правительством будет происходить гораздо чаще в режиме онлайн. Ускорится переход от традиционных видов топлива к возобновляемым источникам энергии. Информационные технологии перейдут на интенсивное использование облачных хранилищ.

Все это может звучать утопично, но средства на осуществление этих планов есть, и реализация может начаться совсем скоро, если только парламент найдет политическую волю проголосовать за необходимые реформы, которые должны стать неотъемлемой частью плана. Дело в том, что Еврокомиссия увязала предоставление гранта с конкретными политическими изменениями, индивидуальными для каждого государства сообщества. Реформы призваны укрепить экономику, чтобы предлагаемые проекты могли увенчаться успехом. На данный момент главное управление европейских программ Министерства финансов Кипра готовит масштабный бизнес-план, который будет включать предложения по проектам от каждого ведомства. Предварительный проект поступит в Брюссель в ноябре, после чего начнутся обсуждения с Еврокомиссией, какие проекты вписываются в общий европейский план. Дискуссии продлятся до 30 апреля 2021 года. Затем министр финансов и главное управление европейских программ проведут переговоры с Еврокомиссией и получат отзывы, необходимые для завершения разработки плана.

Большая часть выделяемых средств предназначена для осуществления «зеленой сделки» ЕС и цифровизации. В настоящее время правила предусматривают, что по меньшей мере 37% расходов должны быть направлены на экологические и энергосберегающие проекты, а 20% на цифровую трансформацию бизнеса и промышленности Кипра. Средства будут предоставлены при соблюдении ряда условий. Первое из них заключается в том, чтобы полный пакет мер был представлен в Европейскую комиссию заранее. Это касается как проектов, так и реформ, подлежащих утверждению парламентом.

Хотя Еврокомиссия будет следовать схеме «деньги в обмен на реформы», в кулуарах говорят, что некоторые инициативы из-за своего объема все-таки получат финансирование по ходу процесса. Это, вероятнее всего, коснется реформы судебной системы, цифровизации государственных услуг, модернизации системы образования. Очевидно, что некоторые из предложений встретят сопротивление политических партий, и для их реализации потребуется вступать в политические переговоры. Но правительство намерено сделать так, чтобы эти изменения произошли, и Еврокомиссия готова поддержать его. Ожидается, что все платежи из европейского фонда восстановления должны быть завершены до 30 июня 2026 года.

Все проекты должны быть разбиты на конкретные этапы и иметь количественные целевые показатели, которые обязательно должны быть достигнуты, иначе расходы не будут возмещены Брюсселем. Это сделано для того, чтобы убедиться, что выделенные средства будут потрачены так, как это предусмотрено планом. Но этот процесс также гарантирует, что цели, указанные в планировании, будут ответственными и достижимыми.

Совершенно точно, что часть проектов будет направлена на устранение конкретных слабых мест в кипрской экономике: на продвижение агротехнологий, технологизацию сельского хозяйства, брендирование кипрской продукции, помощь вторичному сектору промышленности, инвестиции в программное обеспечение и инновации, содействие легкой промышленности, создание центров передового опыта для исследований и разработок, поддержку естественно-научного образования для учеников и студентов. Ключевой целью всей программы называют создание сильной и диверсифицированной экономики.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
