Инструкция ВК: кому жаловаться на побочный эффект лекарства?

Жизнь в условиях пандемии и начало массовой вакцинации сделали многих людей более внимательными к достижениям фармацевтики. Как лекарства действуют на наш организм? Это волнует не только простых жителей, но и государство. Оставить свой отзыв о побочных эффектах от кипрских лекарств может каждый.

В Министерстве здравоохранения существует целая процедура отслеживания побочного действия медикаментов, а свой отзыв о нежелательных эффектах того или иного препарата может подать любой житель страны.

Ответственность за сбор данных о лекарствах несет Фармацевтическая служба Минздрава. Именно этот орган принимает необходимые меры по защите населения от некачественных лекарств, когда возникает такая необходимость.

Начнем с того, что любое лекарство может вызвать нежелательные побочные эффекты, связанные с тем, какое воздействие оно оказывает на организм. Например, такие вещества, как бета-адреноблокаторы используются при гипертензии, но в силу механизма своего воздействия на организм вызывают так называемый отрицательный инотропный эффект, то есть изменяют силу сокращения сердечной мышцы. Но некоторые побочные эффекты не бывают связаны с механизмом действия препарата на организм, из-за чего их сложнее предсказать. Более того, разные люди могут по-разному реагировать на одно и то же вещество.

Это вызывает логичный вопрос, почему вообще то или иное лекарство начинают продавать до того, как выявят все его побочные эффекты. Дело в том, что клинические испытания проходят на ограниченном числе добровольцев, в среднем на 1500 человек, и всегда в строгих лабораторных условиях. А в повседневной жизни то же самое лекарство будут использовать миллионы людей из разных возрастных групп и социальных слоев, с разным образом жизни. Хотя клинические испытания в целом могут выявить самые частые побочные эффекты, более редкие проявляются только тогда, когда препарат попадает в широкое пользование. Более того, некоторые побочные эффекты вообще могут не проявляться на протяжении нескольких лет использования или, наоборот, появляться после прекращения приема препарата. Хотя ни одно эффективное лекарство не лишено побочных эффектов, большинство из таких нежелательных реакций организма проявляются не часто. Пациенты, принимающие тот или иной препарат, могут вообще не ощутить никаких побочных эффектов.

Когда вы со своим доктором будете принимать решение о том, назначать ли вам то или иное лекарство, необходимо всегда учитывать возможную реакцию организма, равно как и то, какова будет ожидаемая польза от препарата.

Например, если вы принимаете лекарство от тяжелого заболевания, угрожающего жизни, то наличие побочных эффектов будет для вас менее значимым фактором.

Сертификация на Кипре

Для того, чтобы лекарство было сертифицировано для распространения на территории Республики Кипр, эксперты Фармацевтической службы проводят анализ положительных и отрицательных эффектов от его применения, взвешивая все риски побочных эффектов и реакции организма на лекарство при условии, что болезнь не удастся победить. Медикамент будет сертифицирован в том случае, если польза от его применения превышает или, как минимум, оправдывает возможные риски.

Как работает «желтая карточка»

Главный инструмент по отслеживанию побочных эффектов препарата, уже поступившего в продажу, это так называемая «желтая карточка». Эти карточки должны заполнять компании, которые получают от разработчиков новые данные по лекарствам, но также могут заполнить и простые жители, которые пользуются препаратом. В частности, побочные эффекты от противокоронавирусной прививки необходимо сообщать с помощью этой карточки. Все данные о побочных эффектах, которые таким образом поступают в Фармацевтическую службу, заносят в базу данных EudraVigilance.

Когда эксперты Фармацевтической службы обнаруживают новый нежелательный эффект или получают новую информацию об уже известном, они внимательно изучают весь профиль побочных эффектов этого лекарства, сравнивая их с побочными эффектами аналогичных медикаментов. По итогам этого исследования Фармацевтическая служба может связаться с тем, кто сообщил о побочных эффектах, чтобы получить дополнительную информацию, рекомендовать снижения дозировки или выпустить предупреждение о том, каким группам пациентов лекарство противопоказано.

Если вы подозреваете, что у вас могут быть побочные эффекты от лекарства, прививки или добавки, в первую очередь обратитесь к своему индивидуальному врачу. Он поможет вам заполнить «желтую карточку». Найти формуляр можно на сайте www.kitrinikarta.gov.cy, заполнить его можно онлайн или офлайн, распечатав саму карточку и отправив ее в Фармацевтическую службу (адрес указан внизу). Будьте внимательны!

Всегда следует помнить, что то, что вы считаете побочными эффектами, может иметь совершенно иную этиологию, даже если они проявляются сразу после приема лекарства. Например, быть симптомами другого заболевания, проявлением психосоматики, возникнуть случайно или быть вызваны взаимовлиянием нескольких лекарств, которые вы принимаете одновременно. Тем временем

Фармацевтическая служба Минздрава получила за первый месяц вакцинации 22 обращения о побочных эффектах вакцины от COVID-19. 82% обращений были сделаны врачами, 18% самими привитыми или их родственниками. Поводом для 41% обращений были нераспространенные побочные эффекты, а в 59% случаев — частые негативные проявления действия вакцины на организм. Ни в одном случае прививка не вызвала летальных осложнений, ухудшения состояния настолько, чтобы требовалась госпитализация, опасности для жизни или инвалидности. Побочные эффекты имели временную длительность и завершались полным выздоровлением привитого.

    1            Application of terms

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
