Свалки закрыты. Куда вывозить мусор?

В марте мусорные свалки в Вати и Котсиатисе закрылись. В совместном заявлении Министерства сельского хозяйства, природных ресурсов и охраны окружающей среды и Департамента природных ресурсов и окружающей среды говорится, что окончательное закрытие мусорных зон было обязательством Республики Кипр в рамках реализации европейской программы по управлению отходами.

УТИЛИЗАЦИЯ СТОИТ ДОРОЖЕ

Еще в 2013 году на уровне ЕС было принято решение об обязательном закрытии обеих свалок. Если бы этого не произошло, Кипр вынужден был бы выплачивать штраф.

В заявлении также сказано, что цена заказа мусорного контейнера большого объема (скипа) должна вырасти, так как отходы теперь будут вывозиться в специальные точки по утилизации, а это будет обходиться дороже, чем просто вывезти их на свалку.

Более того, крупногабаритный мусор и ветки теперь должны вывозиться гражданами самостоятельно в пункты приема мусора, так называемые «зеленые точки». В случае нарушения регламентаций будет взиматься штраф. Те граждане, которые не имеют возможности вывезти свой мусор самостоятельно, смогут обратиться в Санитарную службу, которая за определенную плату будет забирать ветви и крупногабаритные предметы. Стоимость вывоза – от 20 до 90 евро, в зависимости от объема.

ЧТО ТАКОЕ «ЗЕЛЕНЫЕ ТОЧКИ»?

«Зеленые точки» появились на Кипре в 2016 году. Они представляют собой пункты, специально оборудованные для раздельного сбора мусора, а также для утилизации веток и крупногабаритных предметов. В них утилизируются всевозможные виды отходов – от батареек до стройматериалов.

На сегодняшний день в Лимассоле действуют четыре «зеленые точки»: в Фасуле (тел. 96 089521), Колосси (96 241551), Пареклише (96 094716), Авдиму (96 094135). В Никосии существуют девять «зеленых точек»: в Ергатес, Коккинотримифье, Перистероне, Астромеритисе, Лину, Строволосе, Малунде, Аламбре и Дали. Еще четыре действуют в Пафосе: в Пейе, Полисе Хрисохусе, Агиа Варваре, Колони. В районе Ларнаки мусор можно отвезти в «зеленые точки» в Анафотье, Арадиппу, Дромолакше, Пирге, Кофину и Афиену.

КАК БУДЕМ ПЛАТИТЬ?

Тем временем министр сельского хозяйства Костас Кадис рассказал, что до конца года может поменяться закон о пошлинах за вывоз мусора. Изменения коснутся тарифного плана, теперь сумма будет зависеть от объемов отходов.

Глава Минсельхоза поведал Кипрскому агентству новостей, что сотрудники его ведомства изучили несколько различных схем оплаты утилизации мусора, принятых в странах ЕС, и пришли к выводу, что самой эффективной является та, при которой граждане покупают специальный мусорный мешок по довольно высокой цене. Туда они складывают те отходы, которые невозможно переработать (в основном органические). Поскольку цена такого мешка велика, то каждый заинтересован заполнять его как можно медленнее, вывозя на переработку то, что подвергается ресайклингу.

В ЛИМАССОЛЕ ЧТО-ТО ПОШЛО НЕ ТАК

А в Лимассоле уже отмечены проблемы с переработкой мусора. Завод переработки твердых бытовых отходов, куда свозят мусор со всего муниципалитета для его превращения в топливо RDF, дает сбои в работе.

RDF (refuse derived fuel) – это вид топлива, которое состоит из оставшихся после сортировки отходов. Процесс его получения выглядит следующим образом. Все собранные отходы сортируются, из них извлекается вторсырье (стекло, пластик, металл, бумага), которое отправляется на переработку, а также органические отходы, которые помещают в специальные хранилища или компостируют. То, что остается (около 1/3 отходов), измельчают и прессуют в небольшие брикеты. Это и есть RDF-топливо.

В Лимассоле в производимом топливе слишком велика концентрация жидкости: оно не может быть использовано по назначению. До конца 2018 года действовало разрешение на его захоронение, но с начала 2019 года проблема утилизации RDF встала в полный рост. В Министерство сельского хозяйства поступила заявка на строительство топливосжигательной станции в районе Пентакомо. Глава Минсельхоза Костас Кадис заявил в интервью изданию Philenews, что вопрос будет подробно рассмотрен, и в случае, если выяснится, что топливо не удовлетворяет требованиям из-за упущений в работе завода, ведомство обратится в прокуратуру.

    1            Application of terms

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
