Мэр Лимассола: «Чистота города – наше общее дело»

4 декабря мэр Лимассола Никос Николаидис встретился с инициативной группой русскоговорящих жителей города. Рабочее совещание состоялось по инициативе газеты «Вестник Кипра». В нем приняли участие 22 представителя общественности и руководители муниципальных служб: Антонис Хараламбус, начальник инженерно-технического отдела, Йоргос Георгиу, начальник отдела по уборке города, Эрмос Эрмогенус, начальник транспортного отдела, и Димитрис Фоти, начальник отдела здравоохранения.

Главный редактор «Вестника Кипра», модератор встречи Наталия Кардаш рассказала, что подготовка к этому разговору шла месяц. В соцсетях, охватывающих русскоговорящее сообщество Лимассола, было объявлено о предстоящей встрече в мэрии. Редакция газеты получила более 200 вопросов, которые были объединены в пять групп: чистота города, детские площадки, градостроительство и внешний облик города, состояние дорог и парковки, волонтерская помощь городу.

Наиболее активные читатели ВК приняли участие в предварительных обсуждениях для того, чтобы наиболее точно и емко сформулировать вопросы и предложить свои решения. Представители общественности тщательно подготовились к диалогу, чтобы сделать его как можно более плодотворным.

Наибольшее время уделили вопросам чистоты. Эта тема в поcледнее время регулярно поднимается в социальных сетях и СМИ («Муниципалитет Гермассойи против мусора»).

Участник встречи Алекс Халявин обрисовал картину, которую видят жители города: недостаточно урн на улицах и мусорных баков, заброшенные участки превращаются в несанкционированные хранилища мусора. Есть много вопросов к бригадам уборщиков: недостаточное качество работы, шум во время ночной уборки из-за подъезжающих машин и громких разговоров персонала, что особенно хорошо слышно жителям в ночное время. При этом жители города готовы помочь городским властям, но для этого необходимо знать, куда обращаться.

Мэр Лимассола признал, что муниципалитет также не вполне удовлетворен работой по уборке города. «Это можно и нужно делать гораздо лучше», – сказал Никос Николаидис. Чтобы пояснить, насколько многогранным является этот вопрос, мэр города подробно рассказал о работе соответствующей службы. Неслучайно департамент по уборке – самое большое подразделение мэрии, в нем трудятся около 100 человек.

Говоря о технических аспектах, мэр рассказал, что город разделен на 24 сектора. Некоторые участки убираются ежедневно, другие – дважды в неделю. В службе уборки работает 80 человек в составе 20 бригад, имеются большие машины для сбора мусора и 10 машин для чистки улиц. Помимо этого, три специальные машины объезжают город для вывоза крупногабаритных непищевых отходов. «Оборудование этого подразделения нуждается в обновлении, – сказал Никос Николаидис. – Шесть из двадцати уборочных машин будут заменены уже в этом году. Муниципалитет также намерен закупить дополнительное оборудование для уборки улиц».

Мэр также отметил, что необходимо улучшать и организацию работы отдела по уборке города. Как раз сейчас проходит его реорганизация. «В следующем году будут нанят дополнительный персонал, убирающий улицы. Сейчас на этом участке занято 20 человек, этого явно недостаточно. До кризиса 2013 года у нас работало до 60 человек», – сказал Никос Николаидис.

Третий важный момент – взаимодействие жителей с муниципальными службами. Никос Николаидис рассказал о наблюдении: «Чем грязнее город, тем легче там мусорить, и наоборот, в чистом городе дважды подумаешь, прежде чем бросить что-то мимо урны». Очень большую роль играет сознательное отношение граждан, отметил мэр: «Мусор следует выносить в тот день, когда его заберут, в противном случае образуется свалка. Не стоит проходить мимо нарушителей порядка и тех, кто мусорит на улицах. Замалчивая эти факты, мы попустительствуем нарушениям».

Мэр коснулся и проблемы заброшенных скверов: «В Лимассоле имеется 345 так называемых “зелёных зон”, и минимум раз в неделю на каждом участке должна проводиться уборка территории. Следует указывать места таких заброшенных скверов / парков / пятачков / тупиков для того, чтобы муниципалитет мог своевременно вмешаться».

Димитрис Фоти, начальник отдела здравоохранения рассказал о важных изменениях в работе службы городской уборки, которым нужно уделить большое значение. «Мы работаем с тремя R: Reduce (уменьшение), Review (проверка), Recycling (переработка)». В европейских городах до 70% мусора идет на переработку. В Лимассоле же – только 10%. К слову, в последнее время утилизация мусора обходится городу в разы дороже – цена выросла с 6 до 40 и более евро за тонну. Поэтому сейчас усилия направлены на то, чтобы вывозить на завод по утилизации меньше отходов. Недалеко от города, в Фасуле, имеется «зеленая точка», куда следует вывозить элементы питания, крупногабаритный мусор, ветви деревьев. Раз в неделю муниципальная машина бесплатно вывозит перерабатываемый металлический, упаковочный и пластиковый мусор – для этого установлены баки разного цвета. Мэр Лимассола отметил, что чистота города – это не только забота муниципалитета, но и сфера ответственности его жителей. Он призвал не терпеть молча грязь, сообщать муниципальным службам обо всех нарушения и инициативах. Уже в декабре в штате Муниципалитета появится англоговорящий сотрудник, ответственный за работу с группами волонтеров. Таким образом можно будет координировать работу инициативных групп по уборке пляжей и других территорий.

Участница встречи Ксения Мухортова предложила дополнить возможности общения с муниципальными службами мобильным приложением. Максим Кулаков выступил с инициативой ввести в программу школьного образования вопросы экологии и вовлекать граждан с юного возраста в городские мероприятия по сохранению чистоты по примеру школьников Ларнаки, отказавшихся от употребления одноразовых пластиковых соломинок.

К слову, мэрия уже работает со школьниками: раз в год учащиеся вместе с сотрудниками муниципалитета обсуждают вопросы окружающей среды.

Участники встречи в заключение предложили больше внимания уделять социальной рекламе, распространять информацию о положительных примерах и инициативах в сосцсетях, а также задуматься и о мерах наказания, например, предупреждениях и штрафах. А также поощрять волонтеров и социально активных жителей, снижая им сборы за уборку мусора.

Подводя итоги, Никос Николаидис сказал, что Лимассол стремительно развивается, и возникающие при этом вопросы и проблемы неизбежны. Для их успешного решения необходимо взаимодействие с горожанами. Важна любая обратная связь: мнение людей, их идеи, предложения и действия. Только так можно найти наилучшее решение городских проблем и создать благоприятные условия для жизни и отдыха.

    1            Application of terms

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
