Лимассол: «грязная» правда о море

Чего только не находили дайверы Лимассола во время своих рейдов по очистке моря вдоль популярного курорта: пластиковые бутылки и упаковки от других товаров, использованные средства личной гигиены и даже старый мобильный телефон! Акции по уборке морского дна в Лимассоле уже давно стали ежегодными, но группа энтузиастов не может сделать главного – разработать эффективную стратегию по борьбе с загрязнением моря. Именно эту задачу поставил перед собой муниципалитет Лимассола.

В апреле этого года мэр города Никос Николаидис рассказал, что муниципалитет готов потратить на борьбу за чистоту моря около 100 тыс. евро, а уже в мае мы увидели в действии первые морские патрули.

КОНКРЕТНЫЕ МЕРЫ

За чистоту воды на Кипре отвечают министерства транспорта, сельского хозяйства, внутренних дел, юстиции, энергетики, а также Портовое управление. Но кто конкретно несет ответственность? Поняв, что вопрос остается без ответа, глава Лимассола Никос Николаидис решил дать его сам.

В этом году городские власти стали сами активно бороться с загрязнением морской среды. Впервые у ответственного за прозрачность морских вод курорта появилось конкретное имя – VSS-EPE Environmental Protection Services Ltd: эта компания выиграла открытый тендер на предоставление услуг по надзору и борьбе с загрязнением в районе залива Лимассола с середины мая по середину сентября.

В ее распоряжении имеется два морских судна, специальные средства и квалифицированный персонал. Один из катеров выполняет «сторожевую» функцию и делает снимки воды у побережья. Второе судно будет использоваться только при необходимости удалить сложное загрязнение.

При этом в акватории находятся еще два наблюдателя: муниципальное патрульное судно и катер Департамента рыбного хозяйства.

ПЛАНЫ ГОРОДА

Муниципалитет Лимассола также работает над ужесточением правил сбора отходов с судов в порту, а также условий хранения и транспортировки этих отходов. Инспекторы Портового управления и Департамента торгового судоходства проверили городскую систему очистки сточных вод и намерены усилить контроль над всеми судами, заходящими в порт и покидающими его.

Город также продолжает проводить микробиологический анализ воды в местах загрязнений, а еще готовит к работе новую службу – Управление по вопросам чистоты морской среды.

НАЧАЛО ПОЛОЖЕНО

Первая наблюдательная миссия нового морского патруля состоялась 21 мая в 5:30 утра. И сразу – находки. Не самые, впрочем, приятные. В первые два дня работы патрулю пришлось очищать акваторию вдоль набережной… от человеческих экскрементов и других «туалетных» отходов.

Согласно докладу дайверов, несколько километров прибрежных вод от начала улицы 28 октября до старого порта всего в нескольких десятках метров от границы купальной зоны представляли собой «пояс» отходов жизнедеятельности человека. Ширина этого «пояса» достигала 10 м, рассказал директор компании VSS-EPE Environmental Protection Services Ltd Костас Папастарос.

У специалистов ушло три часа на уборку экскрементов, которые, как полагают, были сброшены с круизного судна. И работы начали вовремя: буквально через несколько дней все это достигло бы зоны отдыха.

Министр сельского хозяйства Костас Кадис немедленно напомнил, что «грязному» нарушителю, которого уже начали искать городские власти, грозит штраф в размере до 150 тыс. евро. Закон также предусматривает тюремное заключение на срок до четырех лет и увеличение штрафа до 500 тыс. евро. Штраф до 4 тыс. евро может быть наложен на месте.

Кипрская организация по туризму сообщает, что 16 пляжей Пафоса, в том числе центральный городской пляж Бания, Врисуткия, Пахьяммос и Фарос, а также пляжи Героскипу, Полис и Пейя были отмечены «Голубым флагом». Торжественная церемония установки флагов прошла 31 мая.

А по данным европейских служб, изучающих состояние водных ресурсов в странах ЕС, вода на 97,3% пляжах Кипра в 2017 году была «хорошего или отличного качества». Лучшие показатели – только у Люксембурга (100%) и Мальты (98,9%).

    1            Application of terms

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
