Дикие традиции древности

Около 540 видов диких птиц регулярно встречаются в более чем одной европейской стране, при этом в каждой из стран постоянно обитает в среднем около 200 размножающихся видов. Поэтому выражение «птицы не знают границ» для Европы особенно актуально. В нашем же случае не знает границ удивление – по поводу того, как к певчим птицам относятся на Кипре.

19 октября Мэр Паралимни Теодорос Пириллис выступил с шокирующим заявлением в поддержку браконьеров, убивающих певчих птиц для приготовления традиционного кипрского деликатеса. Мэр пригрозил активистам-защитникам птиц, что, если они продолжат свою деятельность в этой области, «люди возьмут дело в свои руки». Ситуация, напомним, разворачивается на фоне подготовки к выборам.

Это заявление мэр сделал по итогам акции протеста, состоявшейся в Паралимни 18 октября. Более 3 000 человек собрались, чтобы выразить свое несогласие с новым законом, не так давно принятым на Кипре под давлением Евросоюза. Бездействие правительства в борьбе с браконьерством, в частности, направленным на перелетных певчих птиц в регионах Фамагусты и Ларнаки, вызвало негативную реакцию европейских властей. Результатом стал закон о полном запрете на браконьерский отлов певчих птиц.

Певчие птицы – черноголовые славки – традиционно продаются на черном рынке. Их маринуют, жарят и едят как деликатес «амбелопулья». Следует описать варварский способ, которым пользуются кипрские браконьеры, чтобы отловить славок: на специальные палочки наносится клей, к которому прилипают птицы – причем все без разбора. Через некоторое время пленницы мучительно гибнут. Многие киприоты, впрочем, считают и этот способ, и само блюдо истинно кипрской традицией – что и подтверждает столь масштабная по кипрским меркам акция протеста в Паралимни.

Группа с характерным названием «Друзья клеевых палочек», а также охотники, собравшиеся в Паралимни 18 ноября, были до глубины души возмущены и раздосадованы поведением зоозащитников. К слову, кроме запретов на отлов птиц, протестующих также возмутило ограничение количества собак, разрешенных к содержанию одним охотником.
Участники протеста также собрали подписи против действий активистов Комитета по борьбе с отловом птиц (Cabs) в своем районе. Они обвиняют защитников природы в незаконном использовании беспилотников для отслеживания ловушек, а также в нарушении прав частной собственности и прав человека. В тех же грехах обвинил защитников птиц и мэр. (Впрочем, анонимный представитель Cabs в интервью местным СМИ опроверг эти обвинения и назвал протестное мероприятие словом «шоу»).

На митинге присутствовал и архимандрит Августинос Каррас из Константинопольской епархии, который также считает отлов певчих птиц частью традиционного кипрского уклада. «Это традиция, а не преступление. Если бы это было преступлением, то первым преступником будет Бог, который посылал их [певчих птиц] израильтянам в пустыне, чтобы выжить», – сказал священник.

Однако обратимся во времена современные. Как уже было упомянуто, по всей Европе перемещается около 500 видов птиц. Поэтому нелегко определить, какие страны несут или должны взять на себя большую ответственность за сохранение, защиту или восстановление определенных видов. Очевидно, ответственность эта должна быть присуща обществу в целом.

Последнее обновление Европейского списка вымирающих птиц указывает, что из 95 регулярно встречающихся на Кипре видов 39 относятся к охраняемым. В защите на Кипре нуждаются, например, следующие виды: сизоворонка (European Roller Coracias garrulous), маскированный сорокопут (Masked Shrike Lanius nubicus), кипрская славка (Cyprus Warbler Sylvia melanothorax).

И это только лишь три крохотных примера сказочного птичьего разнообразия острова. Кипр сам по себе – удивительно богатое природное сокровище. Здесь живут более 400 видов птиц! И 155 из них являются объектами незаконного отлова!

Каждый год в результате этой незаконной деятельности на Кипре гибнут миллионы птиц. Согласно исследованию британского Королевского общества защиты птиц (RSPB), осенью 2016 года при помощи ловушек браконьеры убили на Кипре 2,3 млн птиц (в 2010 году эта цифра составляла 1,4 млн)!

«Если люди смогут осознать красоту птиц и чудо миграции, это поможет предотвратить варварское истребление птиц», – надеются в природоохранной организации BirdLife Cyprus. И, конечно, это так. Только, к сожалению, это очень медленная работа, которая относится к воспитанию новых поколений. Вкладывать детям понятия о добре и зле, красоте и ценности природы необходимо с самых ранних лет.

Существующие же в обществе понятия невозможно переломить никакой силой, никакими законами. Защищающие варварское браконьерство люди не изменятся никогда. У них есть свое взрослое, осознанное, сложившееся видение того, что такое традиции. Даже если за ними стоит лишь получение огромных прибылей и налаженный нелегальный бизнес.
Остается только надеяться, что к приходу новых поколений нам удастся сохранить красоту природы и разнообразие птичьего царства.

В 2016 году депутат парламента от партии ДИСИ (округ Фамагусты) Эвгениос Хамбуллас стал центром скандала, выложив на своей странице в Facebook фотографию. На ней он запечатлен сидящим за накрытым столом, одно из блюд на котором – амбелопулья. Позднее незадачливый депутат сказал прессе, что он никого не хотел провоцировать и это была «случайность». Когда встал вопрос о незаконности амбелопулья и дело дошло до Генерального прокурора, тот решил не давать делу ход, поскольку это было «не в общественных интересах».

    1            Application of terms

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
