Кипр в 2021 году: главные события

Вышел в свет декабрьский выпуск газеты, последний в этом году. Пора подводить итоги. Непростой был год, тут никто спорить не будет. Если в 2020 нас потрясли неожиданные, немыслимые прежде события, то в этом году мы уже ожидали новых потрясений, готовились к неожиданностям. Но всё равно не угадали с масштабом и количеством!

Я напомню вам о некоторых важных событиях, которые меняли нашу жизнь в уходящем году.

ВАКЦИНАЦИЯ

В феврале на Кипре началась массовая вакцинация населения. Сначала предполагали, что для создания группового иммунитета нужно вакцинировать 60% взрослого населения страны, потом – 70%, 80%. Затем пришли к выводу, что это все равно не поможет, и начали вакцинировать подростков. Теперь приняли решение вакцинировать детей старше 5 лет.

ВОЗОБНОВЛЕНИЕ АВИАСООБЩЕНИЯ

Кипр некоторое время был как морской крейсер в военном походе: минимум связи с внешним миром. С марта 2020 года Кипр ограничил авиаперелеты. Особенно, конечно, читателей «Вестника Кипра» волновал вопрос авиасообщения с Россией, Украиной, Беларусью. Не обошлось и без недопонимания. В начале 2021 года почти три месяца кипрские дипломаты и технократы уговаривали Москву открыть авиасообщение с Кипром.
Уговорили. В России почти официально объявили о том, что с конца апреля можно будет летать на Кипр. Но (вспомнилась басня «Лебедь, Рак и Щука») киприоты объявили очередной локдаун, ввели ограничения для туристов. В ответ Росавиация запретила оформление авиабилетов туристам, отправляющимся на Кипр грузопассажирскими рейсами и внесла Кипр в красный список. Понадобилось еще два месяца, чтобы снова договориться и возобновить, наконец, регулярное сообщение.

ПОСОБИЯ

Государство содержало всех жителей страны, выплачивая 60% от зарплаты во время локдауна. По принципу «все равны, но некоторые равнее», государственные служащие получали 100% зарплаты, не работая дома. Так как госсистема оказалась неподготовленной к удаленной работе. Получился долгосрочный отпуск. Но, нужно отметить, так было не только на Кипре. Я училась на курсах с чиновницей из Греции, она там в министерстве образования работает. Она делилась в группе впечатлениями о локдаунах: «Лучшее время в жизни! Я никогда столько не читала, не смотрела столько хороших фильмов! За эти полгода я отдохнула, как никогда прежде». А я в это время почти надорвалась физически и эмоционально, работала за троих, чтобы хоть как-то сохранить газету, выплатить зарплаты. Государство поддерживало только половину сотрудников нашего офиса суммой в 60% от зарплаты: но наши все коллеги работали в полную силу, чтобы не переставать публиковать новости в ежедневном режиме. А я искала на это деньги.

УДАЛЕННАЯ РАБОТА

С 2020 года практически все компании вынуждены были перейти на удаленную работу. А в нынешнем году работа из дома стала нормой. По статистике около 30% сотрудников уже не вернулись в офисы и продолжают работать из дома или в гибридном режиме, появляясь на рабочем месте 1-2 раза в неделю.

РАЗДЕЛЕНИЕ НА КАСТЫ

Это как из фантастических книг середины прошлого века. Но только вот стало реальностью и, похоже, пришло к нам надолго, если не навсегда. Люди перестают удивляться тому, что нарушены все принципы демократии и все основные права человека, закрепленные в международных документах. Руководители стран могут ограничивать перемещение своих граждан, полностью запретить работу учебных заведений и частных предприятий, а также навязывать жителям своей страны или целого объединения стран, как ЕС, необходимость совершения определенных медицинских манипуляций, будь то тесты или прививки.

Сейчас есть три категории: привитые, переболевшие и преступники. Людей разделили на правильных и неправильных, пообещали, что прививка даст путевку в жизнь, а затем ограничили срок действия этой путевки. Теперь и привитые, и непривитые снова сравнялись в правах, точнее – в их отсутствии.

Я не против прививок, и не «за» прививки – я за свободу выбора. Мне близка и понятна позиция митрополита Лимассола. Процитирую отрывок из его интервью, опубликованного в «Вестнике Кипра»: «Я хочу, чтобы люди уважали друг друга. Тот, кто сделал прививку, должен уважать того, кто ее не делал, а тот, кто ее не делал, должен уважать того, кто сделал. Пусть каждый человек сам решит, что ему делать. Кто хочет, пусть вакцинируется. Кто не хочет, пусть не вакцинируется. Каждый несет ответственность за свои поступки. Но что меня огорчает, так это осуждение и фанатизм. Скоро у нас будут группировки привитых и непривитых, и одни будут бросать камни в других. Фанатизм! И это между людьми, которые хотят считаться благочестивыми и воцерковленными».

ВВЕДЕНИЕ QR-КОДОВ

На Кипре введены коды, без которых теперь нельзя появляться в общественных местах, ходить в школу или на работу.

ЦИФРОВОЙ «ЗЕЛЕНЫЙ» ПАСПОРТ

Сначала его называли «ковидный паспорт», потом решили придумать что-то более благозвучное и иносказательное. Предполагается, что отныне без этого цифрового документа невозможно будет передвигаться в рамках Евросоюза.

ГЛАВНАЯ ТЕМА ГОДА

Как видите, основная часть новостей в этом году была связана только с этой темой. На второй план отошли сотни важных событий, отложены десятки срочных и значимых решений. За время пандемии кипрские власти слишком увлеклись регулированием бизнеса, поставив на грань банкротства частные предприятия в сфере малого и среднего бизнеса. При этом государственные решения принимались очень медленно, из стратегических задач решена была только малая часть.

КИПР 2035

Кипру нужно меняться, иначе страна еще сильнее отстанет от своих основных конкурентов в сфере профессиональных услуг и туризма. Поэтому была представлена программа Кипр 2035, поэтому готовится план по привлечению в страну инвестиций от высокотехнологичных компаний.

КИПРСКАЯ ПРОБЛЕМА

Открытие публичного доступа туристов в «город-призрак» Варошу, а также решение Правительства Республики Кипр об отмене паспортов для турок-киприотов, занимающих посты в «правительстве» непризнанного государства поставили под вопрос возможность возобновления переговоров по кипрской проблеме и судьбу Вароши.

ИНВЕСТИЦИИ ПОМОГЛИ ПЕРЕЖИТЬ КРИЗИС

Половина «золотых паспортов» выдана незаконно. К такому выводу пришла специальная комиссия. Это шокирующая новость, еще один удар по репутации страны. Тех, кому выдали паспорта, будут наказывать – отбирать гражданство через суд. Но ничего не говорят о том, что будет с теми, кто собственно и нарушил закон, выдавая паспорта незаконно, подделывая документы, закрывая глаза не нестыковки и несоответствие требованиям.

ДЕМОГРАФИЧЕСКИЙ ВЗРЫВ

Беженцев становится больше не по дням, а по часам. В 2021 году маленький Кипр принял 6% (!) от всех беженцев, прибывших в ЕС. Теперь их количество составляет 5% от населения страны. На мой взгляд, разрешение на работу до того, как прошение о предоставлении статуса беженца будет рассмотрено – большая ошибка кипрских властей. Она тут же привела к тому, что в следующем за принятием решения месяце количество беженцев увеличилось на 60% по сравнению с предыдущим периодом.

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
