Что будет на месте парковки Энаэриос

О парковке Энаэриос в Лимассоле наслышан весь Кипр. Это самая большая и удобная парковка в центре города — здесь могут одновременно встать 234 автомобиля. Кроме того, Муниципалитет использует её и для проведения шумных праздников — от Рождественской ярмарки до китайского фестиваля, здесь временами работает луна-парк и проводят карнавальные шествия. Последние годы эта площадка — «яблоко раздора» между жителями Лимассола и городскими властями — первые просят оставить парковку, так как в этой части города их практически не осталось, вторые пытаются превратить этот кусок земли в выгодный проект.

В конце XIX века на этом участке земли построили роскошный по тем временам отель «Европа». Однако местное население в несколько тысяч человек не было готово к подобным заведениям с шикарными убранствами и вскоре отель переоборудовали в городской госпиталь, затем в богадельню, а  в середине прошлого века в детский приют. В 90-х годах XX века здание, которое никто не использовал в течение нескольких десятилетий, просто снесли.

Теперь судьба этого участка на проспекте Архиепископа Макариуса III снова взволновала общественность. Вторую по величине муниципальную парковку Лимассола могут ликвидировать в угоду более перспективным инвесторским проектам. Год назад власти обсуждали строительство 25-этажного здания с конференц-залом, магазинами и кафе. Также звучала идея создать парк с подземной парковкой на 900 мест.

Публичные слушания при участии мэра Лимассола, Никоса Николаидиса, прошли в июле 2019 года, встреча ни к чему не привела. Муниципалитет представил свои планы: компания Deloitte, которая исследует возможности участка, снова предложила высотку на прибрежной линии. Представители активистского движения города отмечают, что, в результате подобных собраний, возражения и высказывания «против» попросту игнорируют.

Чего хотят местные жители

В интервью «Вестнику Кипра» Яннис Какуллис, лидер инициативы «Активный гражданин», объяснил, почему жители Лимассола против застройки участка Энаэриос высотками, и какой, по его мнению, проект украсит город.

— Яннис, расскажите почему на месте парковки Энаэриос не может быть высотного проекта?

— Мне хочется, чтобы Лимассол развивался как и другие успешные европейские города — создавал больше общественных пространств, открытых площадей, парков. Евросоюз стремится сделать все города гармоничными, чтобы люди могли комфортно жить, работать, отдыхать. Муниципалитет Лимассола — не бизнес-организация, которая заботится о выгодных инвесторских проектах и о том, как бы получить больше денег. Прежде всего, муниципалитет — это про город, про людей, про то, как грамотно организовать пространство, чтобы Лимассол не терял свой облик и не обрастал высотками-призраками.

— Существуют ли другие причины, кроме архитектурных?

— Да, и причины эти не самые радужные. Самое главное — это климатические изменения. Высотные здания закрывают остальной город от морского бриза, что значительно повышает температуру на улицах, а также закрывают вид на море. Кроме того, подземные воды из-под небоскрёбов откачивают обратно в море, но уже со строительными примесями. Если сегодня мы идём на выгодные для города сделки, соглашаемся на современные проекты и повышаем этажность кипрских городов, мы должны брать на себя ответственность за эти действия перед будущими поколениями. Каким вы сами видите Лимассол через 50, 100 лет? Это главный вопрос для тех, кто принимает решения по застройке города.

— Как лучше использовать участок Энаэриос?

— В Лимассоле катастрофически не хватает площадей. Только Площадь героев и площадь Григори Афксентиу, которые, в силу своего размера, попросту не могут полноценно выполнять функции полноценных городских площадей. Участок Энаэриос — последний шанс города спроектировать красивую, функциональную и зеленую площадь. Площадь, которая сможет собрать горожан во время общественных гуляний, и торжеств. Разумеется, парковка в Лимассоле тоже необходима, но ведь её можно сделать подземной и совместить с транспортным узлом. Площадь — это сердце города, место, куда стекаются все жители.

Чего хотят местные власти

«Вестник Кипра» поинтересовался в муниципалитете Лимассола на какой стадии находится обсуждение будущего парковки Энаэриос и удалось ли жителям повлиять на резолюцию. Представитель городской власти сообщил, что однозначного решения по организации пространства ещё нет, однако, после публичных слушаний муниципалитет все больше склоняется к такому решению. В ближайшее время, на въезде на парковку Энаэриос планируют установить автоматическую систему контроля доступа.

Что выберет Лимассол?

Нужно ли увеличивать количество общественных пространств и какими они должны быть в XXI веке — ответ на эти вопросы ищут в ЕС. За последние десятилетия жители и гости европейских городов не раз подвергались опасности в местах массового скопления людей — властям пришлось пересмотреть некоторые городские проекты. В целях безопасности бетонные блоки для ограждения проезда транспорта закрывают цветочными горшками, как это сделано, например, в Брюсселе. В центре столицы Великобритании появляется всё больше частных владений, прилегающая территория которых становится недоступна для жителей. Порой доходит до абсурда: некоторые частные территории возле мэрии Лондона нельзя сфотографировать на смартфон.

Какой путь выберет Лимассол — создать необходимое городу общественное пространство с зелёными насаждениями и парковочными местами или передать проект в частные руки и пойти по пути многих европейских мегаполисов? «Вестник Кипра» будет следить за развитием ситуации.

    1            Application of terms

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
