Кипр 2019/2020: итоги и перспективы

2019 год выдался для Кипра довольно насыщенным как с точки зрения внутренней политики, так и на внешнеполитическом поле. При этом нельзя сказать, что новообразовавшиеся сложности были решены за год – все они достаются в наследство 2020-му. Издание Philenews в своем специальном выпуске подводит итоги прошедшего годового периода и размышляет о перспективах.

Предисловие к сборнику актуальных тем написал Президент Республики Кипр Никос Анастасиадис, который отметил, что главными приоритетами в будущем году для него остаются работа над решением «кипрского вопроса», завершение начатых реформ, реализация социальных инициатив (введение МРОТ, новая стратегия в жилищной политике). «Реализация поставленных целей не может быть достигнута без сотрудничества всех парламентских партий, поэтому я протягиваю руку всем политическим силам с тем, чтобы реформы были бы утверждены парламентом и чтобы наше общее виденье, а равно и ожидания граждан, были бы воплощены в жизнь», – пишет глава государства.

Провокации Турции и Брекзит

Противодействие незаконным действиям Турции при поддержке Евросоюза, соседних стран и других акторов на международной арене, имеющих особые интересы в Восточном Средиземноморье, стало первым пунктом международной повестки и до сих пор составляет приоритет для Министерства иностранных дел Республики Кипр и его главы Никоса Христодулидиса. Руководитель МИД также указывает, что важными международными темами остаются реализация политики добрососедства, окончательный выход Великобритании из ЕС, миграционные потоки с Ближнего Востока.

Окончательная реализация ГЕСИ

Начавшись в июне 2019 года, ГЕСИ является проектом с двумя стадиями реализации. Вторая из них приходится на июнь 2020. Успешное завершение реформы здравоохранения является приоритетом для Министерства здравоохранения, который также озабочен формированием и запуском независимой Национальной фармакологической компании, основанием университетских клиник, реорганизацией своей внутренней структуры и переходом на компьютерное обслуживание для оптимизации своей деятельности.

Мигранты или беженцы?

Наплыв беженцев из стран Ближнего Востока, а также увеличение числа граждан стран Африки, желающих получить легальный статус на Кипре, спровоцировали довольно жесткие высказывания бывшего министра внутренних дел Константиноса Петридиса в адрес Европейского союза, вплоть до обвинений в нежелании оказать острову реальную поддержку. В последние месяцы уходящего года стало понятно, что отношение к беженцам стало строже. Одним из проявлений этого является то, что кипрские СМИ сменили термин «беженцы» на термин «мигранты». Преемник Петридиса Никос Нурис заявляет в этом контексте: «Резкий рост числа незаконных мигрантов составляет особую проблему. Если не будут приняты непосредственные меры по решению вопроса, то серьезному риску подвергнется социальная инфраструктура страны». Смена словоупотребления может казаться простой деталью, если не принимать во внимание, что лицам, квалифицированным как беженцы, необходимо оказывать всевозможную помощь на государственном уровне и интегрировать их в общество, а вот с нелегальной миграцией принято бороться.

Оптимизм в экономике

К. Петридис, сменивший многолетнего министра финансов Хариса Георгиадиса на его посту, заявил, что экономика острова стабилизировалась, а доверие к ней восстановлено. Он убежден, что положительная динамика сохранится и в среднесрочной перспективе, несмотря на мировую атмосферу неуверенности. Если его слова подтвердятся, то 2020 год станет шестым подряд годом с положительной динамикой экономического роста. «Это означает, что попытка исправить многолетние искривления в результате принятия правильных решений принесла нужные плоды», – подчеркивает Петридис.

Энергетика: большие надежды

2019 год принес основания для оптимизма и в сфере энергетики. Обнаруженные запасы природного газа на месторождении «Глафкос» заставляют планировать дальнейшие исследования кипрской исключительной экономической зоны и строить планы относительно нового формата внутреннего рынка. «При новом формате рынка производители и поставщики электричества будут конкурировать на равных, а основным критерием успешности наших действий станет постепенный перевод страны на “зеленую экономику”», – говорит министр торговли, энергетики и промышленности Йоргос Лаккотрипис.

«Кипрская проблема»: перспективы туманны

Попытки переговоров относительно кипрского урегулирования принесли больше разочарований, чем надежд. По выражению кипрского дипломата Андреаса Мавроянниса, принятая ранее политика в кипрском вопросе «дышит на ладан». Речь идет о попытках объединить страну с помощью принципов федерализации, равного участия и равноправия, взаимного уважения обеих общин острова, которые провалились еще в 2017 году. Уходящий год, с одной стороны, принес договоренности о возобновлении переговоров между греко-кипрской и турко-кипрской общинами, с другой – сделал еще более очевидной политику Турции по доминированию в регионе, что не внушает никакого оптимизма относительно возможностей договориться с зависимым от Анкары «правительством» оккупированных территорий.

Подводя итог, можно сказать, что 2019 год поставил перед Кипром множество новых задач, решение которых придется на 2020 год. Поэтому он обещает быть очень интересным.

    1            Application of terms

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    10         General

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
